U.S. Naval Forces conduct integrated all-domain naval operations and theater security cooperation activities alongside allies and partners in order to advance security and stability, maintain all domain access, counter malign influence and deter aggression. We must continuously demonstrate our resolve and provide credible deterrence while we stand ready to decisively defeat any adversary in support of U.S. national and NATO interests.

Support our partners in developing a professional enlisted corps to address shared maritime security challenges and counter threats to our nation’s security.

A strong noncommissioned officer (NCO) is of paramount importance in the U.S. military due to their pivotal role in translating strategic goals into actionable plans on the ground. NCOs serve as the backbone of military units, bridging the gap between officers and enlisted personnel by providing critical leadership, mentorship, and expertise. Their hands-on experience, tactical proficiency, and dedication ensure effective communication, disciplined execution of orders, and the maintenance of unit morale. As frontline leaders, NCOs shape the professional development of junior personnel, contribute to mission success, and foster a culture of excellence, accountability, and cohesion within the armed forces.

Incorporate enlisted leader development into all Marine Corps operations, activities and investments (OAI), advertise International Military Education and Training (IMET) seats at Marine Corps schools to partners that will later serve in senior enlisted billets within their own militaries, seek a common understanding of our partner’s needs and develop solutions in close collaboration that are sustainable and effective, maximize the use of Africa regional academies to encourage an enduring professional development partnership.

Capable, competent and credible enlisted force that can carry out commander’s intent and demonstrate decentralize leadership.
